General
The Public Generating Pool (PGP) is composed of nine consumer-owned electric utilities in Washington and Oregon owning hydro, gas, wind, and other renewable generation facilities and who purchase both non-federal and federal power generating resources working together on issues of common interest. PGP engages in Western regional stakeholder processes working to shape and influence policy developments related to critical issues of clean energy policy and the energy transition to a decarbonized future, wholesale electricity market development in the West, and transmission infrastructure development and resource adequacy.
PGP is seeking a self-starting and energetic energy policy analyst to provide support for the development of PGP’s dynamic strategy and policy objectives and recommendations related to the Public Generating Pool’s activities. PGP priorities and focus may change over time depending on member strategic interests; however, current processes in which PGP are engaging are the Western Resource Adequacy Program (WRAP), California Independent System Operator’s Extended Day-Ahead Market (EDAM) and SPP’s Markets +. PGP is also actively engaged in the interface between state greenhouse gas policies and organized market development.
Expected Duties
Track and support PGP efforts to engage in clean energy policies, resource adequacy, transmission, and market development in the Western Interconnection
Duties will include researching and summarizing various stakeholder processes and regulatory proceedings, attending meetings, drafting and distributing meeting summaries and presentations, reviewing and summarizing parties’ comments, and working with PGP staff to draft and submit PGP comments where appropriate
Current clean energy processes being tracked by PGP include: clean energy and carbon policy regulatory proceedings in Washington, Oregon, and California and may expand to include New Mexico and Nevada
Current market development and transmission processes being tracked by PGP include: Southwest Power Pool’s Markets+ , California Independent System Operator Extended Day Ahead Market and other relevant initiatives, and the Western Transmission Expansion Coalition
Track comment deadlines and manage stakeholder engagement calendar for PGP staff and PGP operating committee report
Interface and manage PGP relationships, including calendaring meetings, with a wide range of stakeholders including PGP members, the Bonneville Power Administration, market participants, investor-owned and non-PGP consumer-owned utilities, other trade associations, non-profit organizations, and other regional stakeholders
Provide administrative, logistics, and event planning support for PGP meetings including PGP’s Board of Directors, Energy Policy Task Force, Operating Committee including PGP’s weekly Operating Committee Report, and Executive Committee meetings
Support and update PGP’s website materials and maintain PGP reference library for member and PGP staff use
Aide in the development of PGP priority topics and strategic planning and development of support material for same

Knowledge and familiarity with Western clean energy policies, regulatory environments, bilateral markets and wholesale energy business, Pacific Northwest hydro generation planning, operations and marketing preferred but not required.
Approach:
Position is offered via service contract or through employer of record services.
Approximately 20 hours per week, with flexibility over time depending on workload and interest; candidate must be able to attend stakeholder meetings as they are scheduled, generally between 9am and 4pm Pacific Time Monday through Friday
Will consider range of experience levels from entry to mid-level (0-5 years experience), hourly payment dependent on experience, range $60-$100/hour
All work products and information developed by contractor is owned and controlled by Public Generating Pool.
Minimal travel is expected for this position to relevant stakeholder and PGP meetings. The contract would cover pre-approved travel and other necessary business costs.
Position is 100% remote with preference for experience in the Pacific Northwest region.
