Executive Director
Position Summary:
Public Generating Pool (PGP) is composed of eleven consumer-owned electric utilities that serve almost 1.5 million customers throughout Oregon and Washington. PGP member utilities own approximately 8,000 MW of generating resources and purchase 45 percent of the requirements power sold by the Bonneville Power Administration (BPA).
PGP monitors and analyzes regional and west coast issues and trends that impact generation-owning member utilities. The PGP includes an Executive Committee that meets monthly and includes member utility General Managers that guide the direction of the organization. Specific issue tracking is done by multiple subcommittees that include staff from member utilities. PGP is currently actively involved in regional discussions on clean energy policy, resource adequacy and organized markets.
The Executive Director reports to the Executive Committee and is responsible for actively advancing PGP member goals through external outreach and administrative oversight. Activities will include, but are not limited to, tracking regional and national power industry issues, identifying priority issues, facilitating members in the development of common interests, developing coordinated strategy, influencing state legislative efforts and associated rulemaking, and developing and maintaining key relationships with stakeholders and key decision makers.
Essential Job Responsibilities:
Track regional issues affecting PGP members and communicate issues with the appropriate committees. Work closely with subject matter experts within PGP to develop a common understanding on the potential impacts to members;
Facilitate the development of mutually agreed upon PGP member priorities and positions;
Develop strategies and plans for effectively communicating those public policy positions to external stakeholders, internal employees and represent PGP in public meetings, stakeholder meetings, regional forums and policy conferences;
Develop and maintain key relationships throughout the Northwest region and meet with key decision makers or influence rulemaking of regulatory agencies;
Actively seek to advance PGP member strategic goals by identifying opportunities to advance PGP goals and committee efforts. Facilitate discussions between PGP, other utilities, trade associations or industry groups where appropriate;
Plan, coordinate and facilitate Executive Committee meetings, including scheduling, establishing agendas, identifying guest speakers and meeting participants;
Prepare work plans, budgets and regular status reports for the Executive Committee regarding the achievement of PGP member priorities and strategic goals; and
Provide direction and manage work product for PGP contracted team members.
Qualifications:
Previous experience in the generation or transmission side of the electric sector business; preferably in a utility management role.
Previous regional collaboration experience in regulatory policy and/or industry issues.
Bachelor’s degree in public administration, political science, economics, engineering, law, or business preferred. An advanced degree is desirable.

Ability to develop influence strategies and messages for a wide range of utility and non-utility audiences;
Demonstrated written and verbal communication skills, including the ability to listen and recognize the needs of members or those of key stakeholders
Comfort and skill engaging in large meetings and processes; strong presentation skills;
Knowledge of Northwest public power issues, the decision makers and the political and regulatory approval processes;
Ability to prioritize issues and workload to achieve organizational outcomes;
Comfort and skill in administrative tasks; and
Ability to travel 1-2 times/month.
